CCPS Reports on “Beat the Odds” Information from GOSA

JONESBORO - The Governor’s Office of Student Achievement (GOSA) has issued its report of schools across Georgia that have “beat the odds”. The information released by GOSA is based on a revised calculation and has been shared through a new reporting process. Under this new process, Clayton County Public Schools (CCPS) shows 43 campuses achieved safe scores under the Strategic Waivers School System (SWSS) accountability model.

The new reporting process shows that of the district’s 63 eligible schools, 18 “beat the odds”, while 25 were reported as being “within expected range’ and 20 were reported as being “below expected range.”

“We are appreciative of our students and our staff for all of the hard work and dedication to our vision, mission, and beliefs that they have been exhibited during the past year and a half,” said Dr. Morcease J. Beasley, CCPS Superintendent/CEO “Even with a revised calculation process, we are fully aware that we have much work to do to bring every school in our district to where any target established by the state is not only met but exceeded. We are committed to achieving high performance.”

“When we have accomplished this, we will know that our district and our community will be truly high performing,” he said.

About Beating the Odds

Beating the Odds is a statistical analysis that compares a school’s actual performance on the College and Career Ready Performance Index (CCRPI) with the performance of schools with similar characteristics across the state. Schools that perform higher than similar schools are considered “Beating the Odds.” It is important to note that schools that “Beat the Odds” may still have low CCRPI scores and/or gaps in performance.

Beginning with the release of the 2018 CCRPI, Beating the Odds will be calculated using a revised formula in order to improve the model based on feedback from school systems, the Georgia Department of Education, Georgia’s Educator Effectiveness and Accountability Technical Advisory Committee, and an external statistical expert. The former "Did Not Beat the Odds" category will be separated into two tiers in order to provide additional context: "Within Expected Range" and "Below Expected Range."

Data in the revised formula includes percentage of economically disadvantaged students, percentage of English learners, percentage of students with disabilities, percentage of students in each race/ethnicity, percentage of female students, student mobility, school size, definition of the school (according to GOSA) and school type.

The results of Beating the Odds are used for accountability in charter school, charter system, and Strategic Waivers School System (SWSS) contracts. (For more information, visit https://gosa.georgia.gov/beating-odds-analysis )
